Education / Professional Training
In 1991, he graduated with honors from the Military Law Faculty of the Red Banner Military Institute of the Ministry of Defense of the USSR (Moscow) and, by decree of the President of the USSR, was appointed judge of the military tribunal of the 7th Army of the Transcaucasian Military District stationed in Armenia.
Since 1993, he continued military service in the Department of Treaties and Foreign Relations of the Ministry of Defense of the Republic of Armenia (holding the military rank of Lieutenant Colonel of Justice in reserve).
On April 26, 1995, he was elected by the Supreme Council of Armenia as a judge of the Military Chamber of the Supreme Court.
By Decree of the President of the Republic of Armenia dated August 15, 1997, he was appointed Chairman of the Military Chamber of the Supreme Court of the Republic of Armenia and Deputy Chairman of the Supreme Court; by Decree dated December 18, 1997, he was also appointed a member of the Presidium of the Supreme Court.
By Decree of the President of the Republic of Armenia dated January 5, 1999, he was appointed judge of the Court of Appeal for Criminal and Military Cases.
By Decree of the President of the Republic of Armenia dated June 20, 2012, he was appointed judge of the Criminal Chamber of the Court of Cassation of the Republic of Armenia.
From 2016 to 2018, he served as Chairman of the Criminal Chamber of the Court of Cassation of Armenia; currently, he continues to serve as a judge of the same court.
Since 1995, he has been engaged in academic and teaching activities. He has taught at various state universities, and since 2004 he has been teaching at the Russian-Armenian University.
In 1998, he defended his Candidate of Sciences (PhD equivalent) dissertation at Yerevan State University.
On March 31, 2005, he defended his doctoral dissertation in criminal law in Moscow and holds the academic degree of Doctor of Law in both the Russian Federation and the Republic of Armenia.
He is the author of 120 scientific, educational, and methodological works, including 10 monographs, 5 textbooks and teaching manuals, more than 90 scientific articles and international conference papers published in Yerevan, Moscow, Saint Petersburg, Budapest, Germany, and Nagorno-Karabakh.
He was awarded the academic title of Professor in the field of Law.
In 2016, he was appointed Chairman of the Armenian Representation of the regional public organization “Union of Criminalists and Criminologists.”
He is Chairman of the Specialized Academic Council of the Supreme Certifying Commission of the Republic of Armenia (No. 063) in Law operating at the Russian-Armenian University.
He has been awarded the Medal of Mkhitar Gosh and the Gold Medal of the Russian-Armenian University, and has been granted the honorary title of Honored Lawyer of the Republic of Armenia and the title of Honored Professor of the University.
By orders of the Minister of Education and Science in 2016 and 2018, and of the Minister of Education, Science, Culture and Sports in 2020, he was included in the lists of beneficiaries of the competitions “100 Highly Effective Researchers – 2016, 2017, 2018,” funded by the state budget of the Republic of Armenia.
