The seminar was attended by Otto Luchterhandt, Doctor of Law, Professor at the University of Hamburg, experts in this field, teachers of the RAU Institute of Law and the students.
The key speaker of the seminar, Otto Luchterhandt, PhD, Professor at the University of Hamburg, stressed that the 2015 constitution not only radically changed the Armenian government system, replacing the presidential form of government with a parliamentary one, but also significantly expanded and strengthened guarantees of human and civil rights. "In this context, special attention is paid to the right to education, which is enshrined in article 38. This fundamental right has already occupied an important place in the Constitution of the Soviet Republic of Armenia, where it corresponded to article 43," he said.
Otto Luchterhandt also added that the language, alphabet and spiritual traditions have become the basis of the national identity and pride of the Armenians. "This love of science and respect for history have not lost their significance to this day".
It should be noted that the seminar was attended by experts in the field, teachers of the RAU Institute of Law and university students.
